This is king of the tweener-ish "scholarship guy or preferred walk-on?" additions. I lean toward walk-on who can earn a scholly before ever suiting up in a practice, but I'm getting mixed messages on the matter from various people in the VT recruiting apparatus. I'll count him as a signee - though not marked officially as such in our database until he has ink on an LOI - until I'm led to believe otherwise.
