Depending on how the athletic department wants to handle the accounting side of things, his scholarship shouldn't count against the football program's 85 (though they may want to count it there since there are a couple to give against that limit, and he's unlikely to stay for a fifth year anyway - he'll have opportunities to turn professional in track - so there's not much opportunity cost).
